Yesterday, while locating the above document, I found two others (attached). The 1st one is from an FBI workshop in 1988, justifying the use of the .45ACP round. The 2nd one is from 2014, justifying the switch to 9mm, based on newer ammo. I don't recall the original links, but they weren't hard to find.

There is little to no noticeable difference in the wound tracks between premium line law enforcement projectiles from 9mm Luger through the .45 Auto
Given contemporary bullet construction, LEO’s can field (with proper bullet selection) 9mm Lugers with all of the terminal performance potential of any other law enforcement pistol caliber with none of the disadvantages present with the “larger” calibers
